The Council therefore, in consideration of the imminent danger which threatens this Establishment, not so much from open aggression on the part of the Chinese Government, as from a treacherous assault by enemies secretly instigated, cannot avoid, looking to the slight defence at their disposal, applying to Your Excellency to request that you will again afford to this Establishment such protection as can conveniently be granted it, during the present crisis, no demonstration being perhaps necessary on the part of Your Excellency's Government, — to guard against and prevent greater disasters to this Establishment, in consequence of secret treachery which the Chinese undoubtedly meditate against it, than the presence of a vessel of war in the waters of Macáo.
